An Independent Panel was appointed to review submissions. It conducted a Panel Hearing on the 23 June 2017.  The Panel has provided its report to Council and a copy is provided below under “Panel Hearing Documents”.

After the hearing, the Panel usually takes about 4 - 8 weeks to provide its report back to the Council.

Council (under delegation) considered a report on the submissions to this Amendment on 23 May 2017 and resolved to refer them to an Independent Panel.

Council has prepared Amendment C332 to the planning scheme.

The land affected by the amendment is 42 Leather Street, Breakwater and 350 Boundary Road, Breakwater.

The land affected by the permit application is 42 Leather Street, Breakwater and 350 Boundary Road, Breakwater.

The amendment proposes to reorganise Barwon Water owned land by rezoning that part fronting Leather Street to the Industrial 1 Zone and other parts to the Public Use Zone 1 and the Public Conservation and Resource Zone.

The application is for a permit to subdivide the land into multiple lots with associated buildings and works, and removal, variation and creation of easements.


All submissions will be considered by the City of Greater Geelong, Councillors or Independent Panel as required.
