The Amendment was adopted by Council on 12 December 2017 and sent to the Minister for approval on the date listed above.   


An Independent Panel Hearing was appointed to review submissions.    It conducted a Panel Hearing on 7th August 2017.  The Panel has provided its report to Council and a copy is provided below under "Panel Hearing Documents".



Council (under delegation) considered a report on the submissions to this Amendment on 24 May 2017  and resolved to refer them to an Independent Panel.

Council has prepared Amendment C365 to the Planning Scheme.


The amendment proposes to implement the findings of the Newtown West Heritage Area Review 2016 through the application of the heritage overlay to three precincts and five individual sites in the Newtown West area of Geelong as shown on the map above. 


Existing individual heritage overlays will be deleted from three properties. 


An incorporated plan for the Great Western Hotel will also be included in the Scheme to exempt requirements for permits under the Heritage overlay unless the 2 storey heritage building is affected, and to provide greater flexibility for the balance of the site.
