Council (under delegation) considered a report on the submissions to this Amendment on 22 August 2019 and resolved to refer them to an Independent Panel.

A copy of the Council Delegate's Report is provided below under "Supporting Documents".

Anyone who made a submission will be notified about the Panel Hearing (the first step is a Directions Hearing in the week of 16 September) and given the opportunity to present to the Panel.


Public exhibition of Amendment C393 has now closed.

The next step is for a report on submissions to be prepared and considered by Council's delegate. A copy of the officer's report will be posted on the website by 19 August 2019.

The pre-set panel hearing dates have changed. The Directions Hearing will be held in the week of 16 September 2019 and Panel Hearing in the week commencing 28 October 2019.

Council has prepared Amendment C393 to the planning scheme.

In November 2018 Council adopted The City of Greater Geelong Retail Strategy 2016-2036. This amendment seeks to implement the Retail Strategy into the Planning Scheme.

The amendment will:
•   Delete the retail policy provisions at Clause 21.07 Economic Development and     Employment.
•   Insert a new Clause 21.19 Activity Centres that includes an updated Geelong     Retail Centre Hierarchy and identifies the Retail Strategy as a background     document.
•   Replace Clause 22.03 Assessment Criteria for Retail Planning Applications with     a new Clause 22.03 Assessment Criteria for Retail Planning Applications.
•   Amend the Schedule to Clause 34.01 Commercial 1 Zone.

The decision to prepare and exhibit the Amendment was made by Council at it’s meeting on Tuesday 27 November 2018. The minutes from the meeting can be viewed under Supporting Documents.


All submissions will be considered by the City of Greater Geelong, Councillors or Independent Panel as required.
